Clusters and Country Nodes
SaRCiSP engages clusters of operating units wherever practical, rather than individual units in isolation. This page describes how a cluster works, and how each country connects its units to national institutions and capital. The units themselves are described on the Operating Units page.
Operating Unit Clusters
Some challenges cross administrative boundaries. Neighbouring operating units can cooperate around shared infrastructure, resource flows, markets, knowledge or investment, and a group cooperating in this way is an operating unit cluster (OUC). Membership is functional, not administrative, and no new authority is created. Each unit stays autonomous.
Shared facilities serve a cluster where one site per unit would not make sense. A cluster may share a biomass processing hub for one intervention and a plastics processing hub for another, and a unit can belong to several hub networks at once. Experience from one unit becomes available to the others. The people and resources assigned to an OUC project make up its OUC Instance.
Country Nodes
In each country where SaRCiSP has a standing presence, it operates through a local association known as a Country Node, governed by its own statutes and linked to SaRCiSP through an affiliation agreement and a standing board seat. The Country Node connects Operating Units to national institutions, partners and capital providers, and supports the establishment of new units. A centrally appointed Country Manager represents SaRCiSP within the Country Node and serves as the formal link between the two.
