Delivery Model
Governance
SaRCiSP delivers through three connected parts: the operating units and clusters that carry the work, the interventions they carry out, and the methodology that keeps the work coherent from one community to the next.
SaRCiSP does not create a parallel system of government. It works alongside existing governance and does not replace or depend on it. Each operating unit keeps its mandate, and SaRCiSP provides a coordination and financing layer through which units collaborate, share knowledge and carry out interventions whose results are audited.
The principle is to coordinate where coordination creates value and to preserve autonomy where autonomy creates value. The scale of cooperation follows the problem and the opportunity, not an imposed administrative boundary. Decisions stay with the people accountable to the population affected by them.
Operating Units
An operating unit is the smallest local structure through which an intervention is carried out: a municipality, a commune, a local government authority or an equivalent.
Clusters & Country Nodes
Neighbouring operating units can cooperate around shared infrastructure, resource flows, markets, knowledge or investment, and a group cooperating in this way is an operating unit cluster (OUC).
Interventions
An intervention is SaRCiSP’s response to a specific environmental or systemic problem within a community. Interventions are designed to operate synergistically across Operating Units, reinforcing one another and compounding their combined effects.
Frameworks
Frameworks, methodologies, and shared rules provide structure and direction, keep projects and interventions aligned with their objectives, and enable stakeholder collaboration across world regions.
